It was a coincidence that Congress adopted the Stars and Stripes as the official National flag of United States on June 14, 1777, which was two weeks after Mrs. Ross&#039; payment for making Pennsylvania navy flags. Congress adopted its Marine (maritime) Committee&#039;s U.S. Flag Resolution of June 14, 1777, on the spot without prior discussion.
